建国初期各界人民代表会议协商民主的运作方式

协商民主是建国初期人民民主的重要实现形式。除人民政协之外，各界人民代表会议是协商民主的重要制度载体。它有着自己富有特色的运作方式。会前代表的产生，提案的征集源于协商；会中提案的通过，决议的形成依靠协商；会后决议的传达与执行，有赖于协商。在协商中各界人民在各界人民代表会议中通过协商真实地感受到人民民主。%Deliberative democracy is the important form of the people＂ s democracy. Besides the People＇ s Political Consultative Conference, the people＇ s conference in all the social circles is another important carrier of the deliber- ative democracy system. It has the distinctive operation. The election of representatives and the collection, approv- al, conveyance, and enforcement of proposals all depended on negotiations and consultation. In the negotiations, people from all walks of life felt the real democracy.
