富人治村的逻辑与后果

摘要

Under the background of township governance ability and power underpowered,villagers’ self-rule system encountered practical difficulties,and people look forward to the “tall and strong”elite. The rich with its strong personal ability,and with its motivation of political and economic interests,con-tributes to the implementation of the village managed by the rich.Under the conditions that the villagers have relatively low political sensiticity,the rich village cadres on the one hand maintain stable power structure surface,on the other hand construct alliance nets of the power-rights structure with the elites pursuing common interests.Whether it’s the rich dominant or the factionalism balance type,as long as benefiting alliance become tight and orderly,it will bring legitimation crisis of the governance and lead to power at the grass-roots level to be out of control,and it may make new opportunities for the return of the village politics.%在乡镇治理的能力动力不足、村民自治制度遭遇实践困境、民众期待“高大威猛型”精英的背景下，富人以其私人能力强大，谋取政经利益的动机，促成了富人治村的实现。在村民政治效能感较低的条件下，富人村干部一方面维持表面的权力结构稳定，一方面与精英结成权力的利益之网共同谋利。无论是富人主导还是派性均势型，只要分利联盟变得紧密且有序，就会带来基层权力失控及治理合法化危机，就会为村庄政治的回归提供极大的可能性。
