良好的人口状况是实现一个地区可持续发展的必要条件。对于新疆自治区而言，由于国家对它实行宽松的人口政策，从而导致新疆地区的人口过快增长。自解放以来，新疆的人口数量剧增。另一方面，由于国家对新疆地区的汉族和少数民族实行不同的计划生育政策，这导致新疆的汉族人口增长和少数民族人口增长出现极大的差异，汉族人口数量已超过少数民族的人口数量。长此以往，实行如此宽松的人口政策必然会不利于新疆地区的可持续发展。因此，要对新疆的少数民族实行和汉族同等的计划生育政策，不可在人口政策上实行“一国两制”。%Good condition of the population is a necessary condition to realize the sustainable development of a region . For Xinjiang province ,due to the implementation of relaxed national population policy ,it resulted in the rapid growth of population in Xinjiang .Since the Liberation ,the population in Xinjiang increased greatly ;On the other hand ,due to the different family planning policy in the Han nationality and the minority nationalities of Xinjiang ,it made great differences in the population growth of Han nationality and the minority nationalities .If things go on like this ,it is not conducive for the sustainable development in Xinjiang to implement such relaxed population policy .Therefore ,we should carry out the same family planning policy between the minority nationalities and Han nationality in Xinjiang ,not implementation of “one coun-try two systems” in the population policy .
