政府购买社会组织服务绩效评估的实践困境与路径创新

         

摘要

我国政府购买社会组织服务的实践正在各地展开,但是作为关键环节之一的政府购买社会组织服务的绩效评估工作还存在评估主体独立性欠缺、评估对象多元性欠缺、评估过程完整性欠缺,评估体系平衡性欠缺等局限,亟需努力构建多元的、独立的评估主体;设置政府与社会组织一并受评的两重主体评估对象;健全评估过程中的需求评估机制、动态评估机制和事后追责机制;完善既注重政府购买的成本与效率又注重价值取向的公平与公正的绩效评估指标体系。%The practice of purchasing social organization service of our government has been launch ed all over the country. However,performance evaluation as the key part of it has many defects in terms of independent subject of e-valuation ,evaluating the diversity of process,evaluating the balance of this system and so on. It is necessary to build a multiple and independent evaluating subject, to set an object including government and social organizations, to inte-grate the needs evaluation system,dynamic evaluation system and responsibility system in the process of evaluation.And we need to set a perfect performance evaluation system which not only focus on the cost and efficiency of government purchase,but also highlight the value orientation of justice and fairness.
