东北地方亚政治文化构建中的地方政府责任研究

摘要

改革开放以来,我们忽视了社会软件的建设——尤其是政治文化的构建。近些年一些＂反市场＂的社会力量的出现表明,社会发展不但没有形成对经济的有效推动力,反而成为目前中国发展的掣肘。在发展东北地方经济过程中,不能再忽视由社会发展所带来的推动作用。而了解与构建适宜东北地方的亚政治文化,发挥其推动社会发展的作用。地方政府要发挥应有的作用,这对于地方政府乃至国家而言,都无疑是一个新的、具有挑战性的课题。%In the past,China over-emphasized that society should give way to market in order to develop economy.At the same time,the reconstruction of society,especially culture,was ignored.The result of this phenomenon is that power of anti-market appears and the inevitable consequence is that the progress of society is far lagging behind that of market.When developing regional economy of Northeastern China,we should not obey the old rule and should pay more attention to the construction on regional sub-political culture.We should also realize that good sub-political culture is beneficial to local society progress and can make regional society and economy grow healthier.It is the duty of regional government and also a new challenge to both regional government and the whole country.
