为满足国际石油工程项目对项目人才的需要，要做好专业管理人才选拔、培训和使用工作，选拔要有手段，培训要合理定位、建立培训模式，使用要追求效率、实行目标管理。%To meet the demand of international petroleum engineering projects for talents, efforts should be made to select, train and use professional management personnel in a proper way. Appropriate methods of selection should be employed; proper objectives should be defined and training modes developed; and the use of such personnel should be optimized by implementing the management-by-objective process.
