域外警方处置突发事件机制反思及其本土化研究

摘要

突发事件是近年来危害公共安全的一大隐患。国内对这一问题的研究还处于初级阶段。我国警方在处置突发事件时经验不足，常导致突发事件成为暴动，而西方国家抗议示威活动不少，却鲜少酿成恶性事件。西方警察处理突发事件的典型模式、处置原则和防范策略具有借鉴价值，这主要包括：积极应对，主动预防；保护公民的合法权益；注重媒体的影响力；设立专门部门；科学使用警力等方面。%The emergency is a big hidden danger in recent years endangering the public security. The domestic research on this issue is still in its infancy. The insufficient policing often caused the unexpected events changing into riots, while the protests in the western countries rarely did. So the patterns, treatment and prevention strategies in western countries have great reference value for us, mainly including: active dealing, active prevention; the protection of the legitimate rights and interests of citizens; stressing on the in-fluence of media;setting up some special departments;using police scientifically.
