Followed by the requirements of t he academic community (the industry association, the organization, or the academic research management authority) and accordance of the academic development, the citation norms are various standards of the literature references (cited) and requirements made by citers for the well development of academic accumulation and innovation. The citation norms paths as follows: the clear connotation is the primary condition; the strengthening the main body education and training is the fundamental measure;the improvement of supervision mechanism is the final guarantees. There is a little flaw in "academic citation norms" of the Academic Standard of Philosophy and Social Science Research in Universities and Colleges. This article advices suggestions of adding more contents of increasing "the standardization of the annotation arranging", "citation amount limitation" and the basic citation requirements etc.%引文规范是引用者遵循学术共同体（行业协会、组织或学术研究管理机关）根据学术发展规律参与制定的有利于学术积累和创新的关于文献引用(引证)的各种准则和相关要求。引文规范路径：明确引文规范内涵，是解决引文规范的的首要前提；加强对引文规范主体的教育和培训，是实现引文规范的根本措施；完善引文规范督查机制，是实现引文规范的最后保障。《高等学校哲学社会科学研究学术规范》之“学术引文规范”略有瑕疵。建议增加“注释的规范化编排”、“引文量的限定”以及“引文的基本要求”等内容。
