“师市合一”与管委会模式的耦合：双派出制

摘要

“The unification of division and city” is an invention in city building in the Xinjiang Production and Construction Corps (XPCC)while the management committee is one of the most popular mode for the administrative system of the current Development Zone. On the basis of the current unification of division and city, we can take the examples of the management system of Yangling Demonstration Zone and Tianbei Management Committee to enrich the connotation of “the unification of division and city”. At the division level, the prefectural administrative office (or the management committee), acting as the agency of the provincial government, should be established. The prefectural administrative office (or the management committee) established by the Division and served as a subordinate agency of the government of Xinjiang Uyghur Autonomous Region administrates several cities (counties) with the commander as the commissioner of the Prefectural Administrative Office (or the director of the CMC), and the political commissioner as the Party secretary (or the Party committee secretary). Such system can ease the plight that the mode of“multi-city with one division” brings about, and it can also bring the area which is outside the city and inside the division within the scope of management.%“师市合一”是兵团创建城市的一种创举，管委会则是现行开发区行政管理体制采用最为普遍的一种管理模式。在目前师市合一的基础上，可以借鉴杨凌示范区管委会和天北新区管委会的管理体制，丰富“师市合一”的内涵。在师一级成立省级人民政府的派出机构即行政公署（或管委会）。由师成立的行政公署（或管委会），既是兵团下属机关，也是自治区人民政府的派出机关，由师长担任行政公署专员（或管委会主任），政委担任地委书记（或党工委书记），下辖多个市（县级）。这既可缓解一师多市带来的体制上的困境，又可把市外师内的区域纳入到管理范围内。
