社会治理是多元主体协同治理社会公共事务的过程. 培育社会治理多元主体,是实现社会善治的前提和关键. 在我国语境下,就社会治理主体而言,应当主要包括政党组织、政府组织、社会组织、企业、公众等. 当前,我国社会治理主体培育存在城乡社会治理主体发展失衡、主体公信力和自主性不强、政策扶持机制缺失、政府职能转变不到位、监管与问责机制缺失等现实困境,需要从确立主体培育原则、提供有效制度供给、推进主体结构动态优化、建立主体能力开发机制等方面培育社会多元治理主体.%Social governance is the cooperative governance of social and public affairs by multiple subjects.Building multiple subjects is the premise and crux of realizing good social governance. Subjects of social governance should be composed of political parties, government, social organizations, enterprises and the public.At present, there lie some difficulties in the subject training of social governance in China, namely, unbalanced development between urban and rural subjects of social gov-ernance, weak credibility and autonomy, absence of policy support mechanisms, incomplete transformation of government function, and lack of regulation and accountability mechanisms. Therefore, subject training principle should be established, effective system supply should be provided, the dynamic structure of subjects should be optimized, and the mechanism of subjects'capacity building should be set up.
