现代化国家公务员考核现状及启示

             

摘要

中国是发展中的社会主义国家,虽然在1993年9月施行了国家公务员制度,并就国家公务员考核做了相关的规定,又于2008年12月发布《公务员考核规定(试行)》,但是在制度建设和实施方面仍明显落后于西方发达国家。我们应该学习和借鉴国外先进的公务员考核制度建设经验,结合中国国情,改革创新,从而建立起具有中国特色的现代化国家公务员考核制度。%At present China was still in the development socialist countries, although has promulgated the National worker system in September, 1993, inspected on the National worker has made the related stipulation, and improved in December, 2008 in the original foundation and issued that "the Official Inspected the Stipulation" (Implementation), but obvious was also backward in the system construction and the implementation aspect in the developed country. In view of the fact that this kind of situation, we should study and profit from the overseas concerned official system of examining and assessment construction the experience, the analysis understood that its advantages success and failure, makes up for one's deficiency by learning from others" strong points, gains the beneficial enlightenment, and unifies China's national condition to improve and the innovation, thus establishes has the Chinese characteristic perfect modern National worker system of examining and assessment.
