提升农民素质、培训新型农民是现代农业建设的必然要求,基层政府是新型农民培训的组织者和实施者,基层政府在新型农民培训中做出了很大努力,取得了较好的效果。但同时也存在着重技术、轻素质,培训师资薄弱,忽视妇女和老年人,参训人员素质低,组织困难和培训资金短缺及缺乏管理等问题。因此,在培训中应注重培养全面性的人才,精选师资力量,分层分类培训留守农民,加强培训工作管理,内部培养与外部引进相结合,从多方面提高培训的效果。%It is necessary to develop farmers'quality and train their new abilities in modern agriculture development.As the organizer and executive, our local government has made great efforts and achievements in training new farmers.But there are also some problems such as stressing technology, neglecting developing farmers'quality, lacking qualified teachers for training, ignoring women and the elderly, the low quality of participants, difficulties in organizing, lack of money and management and so on.Therefore, our local government should pay more attention to training those farmers into fulldeveloped people and choose more qualified teachers to train left-behind ones according to different levels.Besides, they'd better strengthen the training management and combine the internal training and external introducing properly to get more efficient results in many different ways.
