我国延迟退休年龄问题浅析

         

摘要

Delayed retirement age was put forward ,which caused a series of disputes .Opponents argue that it will certain-ly increase the pressure on employment and the presence of two -track system is unfair to delay retirement age ;what’s more , delayed retirement age is a lack of humanity and so on .Supporters consider that the practical impact on the employment of dela-ying retirement age is not as serious as that on the theory ,it not only can reduce the system of dependency ratio ,but also re-duce the burden on family pension ,which can make the return on investment be proportional to the human resources and re-lieve the pension gap problem .Facing the controversy and taking into account our growing aging population ,pension gap prob-lem ,the increasingly extend life expectancy ,as well as disadvantages of the statutory retirement age to postpone retirement and other situations around the world ,the government raised the retirement age policy ,which is realistic and imperative .It is difficult to carry out delaying retirement age but it can develope the economy ,eliminate the dual system implement progressive-ly flexible retirement system ,strengthen the supervision of pension and improve the yields of pension investment operations and other measures to deal with the problem ,which can make delaying retirement age more carry on smoothly .%__摘_延迟退休年龄一经提出,就引起了一系列的纷争,反对者认为延迟退休必将增加就业压力,双轨制的运行存在不公平现象以及延迟退休是人性化的缺失等;支持者认为延迟退休对就业的实际影响并不像理论上那样严重,另外,延迟退休不但可以降低制度赡养率、减轻家庭养老负担,还可以使人力资源的投资与回报成正比、缓解我国的养老金缺口问题。面对争议,考虑到我国日益严重的人口老龄化问题、养老金缺口问题、人口预期寿命日益延长现象、我国法定退休年龄的弊端以及世界各国纷纷推迟退休年龄等状况,政府提出了延迟退休年龄这一政策,这是以我国的基本国情为背景的,是势在必行的。本文针对退休年龄难开展的问题,提出可以通过发展经济、消除双轨制、实行渐进式弹性退休制度、加强对养老金监管以及提高养老金投资运营收益率等措施使延迟退休年龄得以顺利开展。
