启运港退税政策对广东南沙自贸试验区建设现代航运物流中心的作用研究

2015年3月24日,中共中央政治局审议通过《中国(广东)自由贸易试验区总体方案》.推进自贸试验区建设,是我国经济发展进入新常态的形势下,为全面深化改革、扩大开放探索新途径、积累新经验而采取的重大举措.南沙片区作为广东自贸试验区的重要组成,将借自贸试验区建设的东风迎来新的时代.启运港退税政策是国际航运枢纽港建设的"催化剂"和"助推器",国家已于2012年3月率先在上海洋山港试点.南沙港申请启运港退税政策,对于加快建成现代航运、物流中心意义重大.%On March 24, 2015, the Central Committee of CPC adopted the Overall Plan of China (Guangdong) Pilot Free Trade Zone.The development of pilot FTZs is a significant measure that China has taken to comprehensively deepen reform, expand the opening up and accumulate new experience.Nansha, as an important part of Guangdong Pilot Free Trade Zone, will usher in a brand new era along the development of the Pilot FTZ.The policy of tax repayment at the departure port serves as a "catalyst" and "propeller" for the development of the international shipping hub, and was firstly piloted in the Yangshan Port, Shanghai in March, 2012.Thus the policy to be applied by Nansha Port is of great significance to accelerate the development of the modern shipping and logistics center.
