清末陕西咨议局成立及运行述论

摘要

T he bureau advisory of Shaanxi ,established in 1909 ,is prospective parliamentary institu‐tions .Although it exists only more than two years ,it is an attempt of political modernization .And it has a significant influence on Shaanxi province of politics in the late Qing dynasty .So this paper is to analyze the arrangement ,establishment ,senator ,and proves that bill of the bureau advisory of Shaanxi is very meaningful .%1909年成立的陕西咨议局是准议会机构，虽然只存在两年多的时间，但它是政治现代化的一次尝试，对清末陕西政局产生过重要影响。因此从陕西咨议局的筹办、成立、议员、议案等要素来分析陕西咨议局很有意义。
