简论发展能力的内涵

发展时代的核心是主体的发展能力。在全球化竞争的新时代,无论个人、团体、企业还是政府,发展能力都是其发展的核心因素。发展能力的内涵包括主体的学习能力、创新能力、交往能力三个方面,其中学习能力是基础,创新能力是核心,交往能力是前提。建设创新型国家要从学习能力的提升和转型入手,强化主体的创新能力,促进和优化交往能力,全面提高整个社会的科学发展能力。%The era of development is the core of the subject development.In the new era of global competition,whether individual,group,business or government,capability development is a core element of their development.The connotation of development capacity has three aspects three aspects： the main body of learning capability,creativity,communicating capacity,of which is the basis of learning,Innovation is the core and communication is a prerequisite.Building an innovating-centered country is based on the enhancement of learning and starting transition.In addition,it is essential to strengthen the body＇s ability to innovate,promote and optimize the communication capability to fully enhance the ability of the scientific development of the whole society.
