Education reform is a kind of complicated social engineering. It needs not only to clarify the concept of reform in the ideology level, but also need to clarify the operation of reform in the action level. In the reform of education, educational experts are "thinker", they draw a blueprint for reform. Teachers are “executor” of the education reform, they realize the blueprint. Education reform has encountered dififculties, neither reform blueprint is very bad, nor the teachers lack of executive ability.
