科研机构治理的政策分析与立法研究

摘要

Research institutes are important forces in China＇s scientific and technological innovation,and they are mainly guided by policies.As policies are of great randomness,it is necessary to standardize the governance of Chinese research institutes through legal norms.As it comes to the scientific research rule,research institutes should follow administrative rule and market economy rule,legislation is also needed.China has already gained favorable conditions for the enactment of research institutes law,and in the long run,legislation is a necessary way.%科研机构是我国科技创新的重要力量,科研机构主要依靠政策指导。由于政策本身的随意性较大,有必要通过法律来规范我国科研机构组织的治理。科研机构本身应遵循科研规律、行政规律和市场经济规律,立法也是必需的。我国已具备科研机构立法的有利条件。从长期来看,科研机构立法是一条必经途径。
