山东省海洋科技投入与海洋经济发展关系的实证研究

         

摘要

As an economic factor, marine science is as important as capital and labor. It is an important force to support the development of marine resources and the development of marine economy. Increasing the investment in marine science can effectively promote the progress and the industrialization of ocean science. According to the theory of Cobb Douglas production function, we analyze the statistical data of Shandong province in 2004—2012 which include the total value of marine economy, capital, labor, and science investment. Research results show that: capital, labor, technology each moves to 1 standard deviation, the total value of marine economy can increase respectively 0.980, -0.015, 0.010 standard deviation. Marine economy in Shandong province has a typical capital driven feature. The contribution degree of marine science to marine economic development is not high. Therefore from the perspective of scientific progress, Shandong province should further increase the inputs of marine science, innovate the mechanism of transforming the achievements of marine science, strengthen the talent building of marine science, and continue to promote the development of marine economy.%海洋科技与资本、劳动力等经济要素一样,是推动海洋资源开发和海洋经济发展的重要动力。加大海洋科技投入,可以有效促进海洋科技进步和产业化。采用柯布-道格拉斯生产函数理论,对山东省2004—2012年海洋经济总值与资本、劳动力、科技投入的统计数据进行计量分析。分析结果表明,资本、劳动、科技等要素投入每增长1个标准差,将分别影响海洋经济产出增长0.980、-0.015、0.010个标准差。山东省海洋经济呈典型的资本驱动型特征,科技进步对海洋经济发展的贡献度不高。基于科技进步的视角,山东省应进一步提升海洋科技要素投入水平,创新海洋科技成果转化机制,加强海洋科技人才队伍建设,不断推动海洋经济发展。
