城镇化进程中社区居家养老评价指标体系研究-基于青岛市的实证分析

摘要

This paper chooses 38 elements indicators from the financial situation, infrastructure, personnel, internal management, and service performance to build the evaluation index system of community service for home care of elderly, with the analyzing on the practical experience and research development of community service for home care of elderly in the process of urbanization at home and abroad. And it analyzes the community service for home care of elderly of Qingdao by using analytic hierarchy process and fuzzy comprehensive evaluation. The results show that the community service for home care of elderly has a low score in the internal service, personnel, service performance. So Qingdao government should take relevant measures, such as increasing government financial investment, strengthen the management personnel training, introducing the social capital operation, and so on to improve the level of comprehensive community home endowment.%在分析城镇化进程中社区居家养老评价的国内外实践经验及研究进展的基础上，分别从财政情况、基础设施、人员情况、内部管理、服务成效5个层面，选取38个要素指标，构建社区居家养老评价指标体系，并运用层次分析法和模糊综合评价法对青岛市社区居家养老进行评价分析。结果显示，青岛市社区居家养老内部管理、人员情况、服务成效的综合评价得分较低。青岛市应在加大政府财政投入、加强管理人员培训、引入社会资本运营方面采取相应措施，以提高社区居家养老综合水平。
