风电产业的国际比较及中国风电发展创新思考

摘要

For achieving a steadily implementation target of China’s renewable clean energy consumption accounting for 15% of total energy consumption in 2020 on the background of developing low-carbon economy, it requires vigorously promoting the proportion of renewable energy including wind power at the same time of giving priority to with the coal power transformation of the structure of traditional energy sources. Based on the international comparison of wind power industry policies to analyze the problems existed in the policy of developing China’s wind power industry, which designed to draw lessons from the advanced countries to provide the theoretical reference for the sustainable development of China’s wind power industry under the new normal from the aspects of policy support, financing channels, technical support and so on.%基于全球低碳经济发展背景，为稳步实现中国在2020年将优质清洁可再生能源消费量提高到占能源消费总量15%的目标，对以煤电为主的传统能源结构进行转型的同时，需大力提升风电在内的可再生能源的比重。基于风电产业政策的国际比较，分析中国风电产业政策发展中存在的问题，借鉴风电产业发展先进国家经验，从政策支撑、融资渠道、技术支持等方面，为新常态下中国风电产业的可持续发展提供理论参考。
