目前，青岛市蓝色经济发展战略已取得显著成效。海洋经济拉动作用凸显，“一谷两区”重点板块突破发展，海洋特色产业园区建设展现新亮点，海洋特色优势产业日益突出，海洋科教创新能力明显提升，海洋重点项目建设加快推进。但在发展过程中同时还存在着区域发展不平衡、结构层次亟待优化、新增项目拉动不明显等问题。在经济新常态下，需进一步适应新常态并引领新常态，加快转型升级，优化海洋经济结构；推动“一谷两区”建设，引领全市并带动蓝色发展；加快推进涉海项目开工、投产，缩短效应延迟期；坚持创新驱动，促进海洋经济产学研协同发展，确保蓝色引领战略取得更大成效。%In recent years ,the blue economy development of Qingdao has achieved a remarkable effect .The promoting role of marine economy highlights ,and a breaking-through has been made in "One Valley and Two Districts".The construction of marine characteristic industry parks displays new highlights ,and marine characteristic competitive industries are becoming more and more outstanding . The innovation ability in marine science and education is making an obvious promotion and the con-struction of marine key projects has been accelerated .At the same time ,there are still some prob-lems ,such as an uneven development among all the areas ,the urgent need of optimization of structure levels ,and an ineffective driving of new projects .In order to accelerate the transformation and upgra-ding ,and to optimize marine economic structure ,we should adapt to and lead the new normal under the background of economic new normal .The construction of "One Valley and Two Districts "should be promoted to lead and drive the development of blue economy in the whole city .The start and full operation of marine related projects should be accelerated w hile the delay effect period should be short-ened .We should insist on innovation-driven grow th and promote the cooperative development of pro-duction ,education & research of marine economy to make greater achievements in the blue economy leading strategy .
