关于国有企业提高选人用人公信度的思考

         

摘要

选人用人公信度的高低事关国有企业核心竞争力提升,事关企业发展改革稳定大局。影响公信度的主要因素是选人用人导向的认可度、机制的科学度、操作的透明度、选拔任用主体的公正度、选拔任用对象的优秀度、监督的有效度和干部群众的认知度。要提升国有企业选人用人的公信度,必须适应新常态,整治用人上的不正之风,应着力于健全选人用人导向机制、公开机制、民主机制、考评机制、监督机制和评价机制。%The level of public confidence in personal selection and appointment directly matters the enhancement of state-owned enterprises core competitiveness,concerning the enterprise development and revolution.The main influencing factors on public confidence include recognition of goal-oriented personal selection and employment,scientificity of its mechanism,trans-parency of operation,fairness of the selection and appointment subj ect,excellence of the selected and appointed obj ect,effective-ness of supervisory and cognition degree of the cadres and the masses.The adj ustment to new normal and remediation on un-healthy tendency in personal selection and appointment are necessary to improve the public confidence in personnel selection and appointment in state-owned enterprises.Generally speaking,goal-oriented mechanism,open mechanism,democracy mecha-nism,evaluation system,supervisory mechanism and evaluation mechanism in personal selection and appointment should be built and strengthened.
