试论政府在食品质量安全体系建设中的作用

当前，我国食品安全仍处于风险高发期和矛盾凸显期。由于现代社会的生产经营者仍然是“经济人”，其主要特征是追求经济利益最大化。因此，要保证食品安全，除了生产经营者加强自律外，政府还要发挥应有的他律作用，帮助业主转变生产经营方式，实行诚信经营，同时要逐步完善食品安全法律法规，并严格执法，实施“零度容忍”。而为了充分发挥政府在食品质量安全体系建设中的作用，必须使食品安全工作制度化、常态化。%At present, China＇s food security is still in the high risk and the prominent contradictions period.
