South Korea has established a national marine policy earlier than many other advanced ma-rine countries .According to the "basic law of marine fishery development",South Korea has developed "marine fishery development plan".T he plan as South Korea's first comprehensive marine related develop-ment plan ,plays as the two pillars of the territory of South Korea space development plan of action with land planning ,and through the formulation and implementation of the plan ,to strengthen the various de-partments of the policy execution .The Marine Department is a world leader in science and technology ,in-cluding marine energy resources of the sea ,the marine environment and coastal zone management ,marine culture and tourism ,fishery development and shipping ,port construction ,marine diplomacy and interna-tional cooperation and communication .%韩国比其他海洋强国较早建立了国家海洋政策。根据《海洋水产发展基本法》，韩国已经制定了《海洋水产发展计划》。该计划作为韩国首个与海洋相关的综合发展计划，起到了与国土计划一同作为韩国领土空间发展计划的两大支柱的作用，并且通过对该计划的制定和实施，来强化各个部门的政策执行力。海洋总部门，包括海洋科技技术、海洋能源资源、海洋环境和海岸带管理、海洋文化和旅游、水产振兴和海运、港口建设、海洋外交和国际合作交流等方面都处于世界领先地位。
