城乡统筹视阈下的地票制度完善研究

摘要

从级差地租的角度思考，地票制度不是市场经济行为，而是政府财政的再分配。地票制度的转移支付性质，决定了其市场化之路不可能走得太远。从土地指标生产过程和农民建新拆旧实践看，地票制度的成绩是以土地为媒介的转移支付，为农村公共品供给和农民生活改善提供了基础。地票制度的问题是对新村居民点建设不够重视，对村庄的生产性特征不够关注，对农民的社会福利思考不多。以规划和基础设施建设为主，实现农村资源输入与农民参与积极性相结合，地票制度可以在城乡统筹上走得更远更好。%From the perspective of differential rent,land ticket trade system is not a behavior of market econo-my,but the redistribution of the government finances.The nature of land ticket trade system’s transfer payments determines that its marketization road can't go too far.From land index production process and the practice of farmers to build new houses and put down the old ones,land ticket trade system’s performance is based on land as the medium of transfer payment,and it provides the basis for the rural public goods supply and improving farmers’ life.Land ticket trade system has some problems,such as it does not pay enough attention to the settlement con-struction,it does not focus enough on village productive characteristics,or it thinks not enough the social welfare for farmers.Realizing the resource input and farmers'participation with planning and infrastructure construction priority,the land ticket trade system can go further and better in overall plans for urban and rural areas.
