多种估算方法下小流域生态补偿标准探析——以安徽秋浦河为例

     

摘要

The methods of modeling, literature search, investigation research and comparative study were applied to evaluate the ecological compensation standard for Qiupu River, a southern tributary of the Yangtze River, based on the ecological service value, opportunity cost, market price of water resources and contingent valuation. It suggests that the ecological compensation standard should be based on the value of dominant factors of the ecological service functions, and the opportunity cost should also be taken into account. Results show that the ecological compensation standard was 33 371. 66 × 104 yuan for the Qiupu River watershed in 2009, in which 31 283.66 × 104 yuan were from the government and 2 088 × 104 yuan from the residents, and per capita ecological compensation standard was 31.73 yuan.%以安徽省南部长江三大支流之一的秋浦河为例,采用模型研究、文献研究、调查研究、对比研究等方法,估算了基于生态服务价值、机会成本、水资源市场价格、条件价值等计算方法下的生态补偿标准.通过比较分析,提出了以生态服务功能的主导效应因子价值为基础,兼顾机会成本作为生态资源保护类型生态补偿标准的观点.结果表明:2009年,秋浦河流域生态补偿标准为33 371.66万元,其中,政府补偿额为31 283.66万元,居民补偿额为2088万元,人均补偿额为31.73元.数据可为秋浦河流域生态补偿实践提供科学依据,也可为我国小流域生态补偿标准的确立提供借鉴.
