森林生态效益补偿中中央政府与地方政府的博弈分析与对策建议1）

摘要

We introduced the basic principles and analytical methods of game theory into forest ecological benefits compensation for analyzing the relations and actions of benefits compensation between central government and local government .From the overall situation of central government and local government about forest ecological benefits compensation , aiming at the game of central government and local government in the willingness and level of compensation and viewing from the eco -functional zone , we proposed the perfect rule of forest ecological benefits compensation , and established the cooperative mechanism between central government and local government , the encouraged mechanism for local government , and some suggestions of multilevel compensation .%将博弈论的基本原理及其分析方法引入森林生态效益补偿领域，有助于更全面地分析中央政府与地方政府之间的资金补偿关系和补偿行为。从中央政府、地方政府森林生态效益补偿的总体情况入手，针对中央政府与地方政府在补偿意愿和补偿力度方面的博弈，着重从主体功能区的视角，提出了完善森林生态效益补偿的法律、法规，构建中央政府与地方政府的合作机制、对地方政府的激励机制以及多层次补偿等对策建议。
