Carrying out basic strategy of ruling country by law and building a country ruled by law are systematic projects which depend on the concerted efforts of the whole society. The whole society using rule of law thinking is one of the most elements. The whole society with the rule of law thinking is objective needs of carrying out basic strategy of governing the country by law. Through all society members＇ own efforts to create a good exter- nal environment by the use of rule of law thinking is an essential element of carrying out the basic strategy of governing the country by law.%贯彻落实依法治国基本方略、建设法治国家是一项系统工程,有赖于全社会的共同努力,而全社会具备和运用法治思维的状况又是其中最为关键的要素。全社会具备法治思维是贯彻落实依法治国基本方略的客观需要;全社会成员通过自身努力并营造一个有利于全社会具备和运用法治思维的良好外部环境,是贯彻落实依法治国基本方略的必备要素。
