“两化融合”推进中国现代农业快速发展——《全国现代农业发展规划》解读

摘要

2012年2月13日发布的首部《全国现代农业发展规划》是我国今后5～10年现代农业发展的纲领性文件,为我们呈现的是一幅新时期的农业产业化和信息化融合发展的现代农业发展蓝图。围绕《规划》提出的现代农业发展的指导思想、基本原则与发展目标,探讨了农业产业化、信息化融合发展推动现代农业发展的作用机制：农业产业化是现代农业发展的基础和动力,农业信息化是现代农业发展的重要手段和根本要求。农业产业化、信息化融合发展是我国实现农业现代化的必由之路。%The first ＂National Modern Agriculture Development Plan＂ issued on Feb.13,2012 is a programmatic document for the development of Chinese modern agriculture in the next 5-10 years.It presents a blueprint for modern agriculture development integrating agricultural industrialization and information technology in the new era.This paper focuses on the guidelines,basic principles and development goals put forward in the Plan,discusses on the mechanism that is to promote the development of modern agriculture ：agricultural industrialization is the basis and driving force while agricultural informatization is an important means and a fundamental requirement for the development of modern agriculture.Their integration has an irreplaceable position.The paper fully demonstrates from both theory and practice that the integration of agricultural industrialization and informatization is the correct way for China＇s agricultural modernization.
