This paper analyzes the relationship among FDI, opening-up degree and regional economic development by utilizing provincial panel data from 1990-2010. The research founds that FDI and opening-up haven't driven regional economic development coordinately. FDI has a significant positive effect on regional economic growth but a negative impact on regional total factor productivity meanwhile opening-up has a small positive role to both of them; Furthermore, Malmquist is used in this pa- per to decompose total factor productivity into technical efficiency index and technological progress index. The results show that opening-up affect total factor productivity respectively through the path of technological progress and the improvement of techni- cal efficiency,but FDI is not significant by both paths. In the end, using the three sub-samples of the Eastern, Middle and Western regions, it finds there are remarkable regional differences among the impacts of FDI and opening-up on regional economic development.%利用1990-2010年我国29个省市区的面板数据，分析FDI、对外开放与地区经济发展之间的关系，结果显示：FDI和对外开放并没有协调推动地区经济发展。FDI能够显著地促进地区经济增长却没有成为地区全要素生产率提高的积极因素，对外开放对地区经济增长和全要素生产率均有正向推动作用，但不显著；进一步地，通过Malmquist指数法将地区全要素生产率分解为技术效率指数和技术进步指数，发现FDI通过技术效率改善和技术进步这两种路径影响全要素生产率的效果均不明显，而对外开放主要通过技术效率改善路径促进全要素生产率的提高。最后，通过对东、中、西部地区三个子样本进行回归分析，发现FDI和对外开放程度对经济发展的影响存在显著的地区差异。
