Objective A contrast analysis of the influence of dynamic surveillance system (DSS) on ex﹣drug users before and after the implementation of newly revised anti﹣narcotic regulations was conducted,which is helpful to improve its implemen﹣tation. Methods The study has enrolled abstinence ex﹣drug users for 3 years or above from 34 counties of Yunnan and Guangxi. Under the consent of the participants,questionnaires were collected respectively in 2010 and 2012,which was before and after the new regulation revision,whose data and information regarding changes in police enforcement and the impact of the new regulation on the life and mentality of ex﹣drug users. The database was established by EpiData ,which of 10%were randomly inspected and analyzed by SPSS 17.0 statistical software. Results A total of 200 and 324 cases were surveyed respectively before and after the regulations,which was available for 200 cases(100.0%),103 cases(31.8%) respectively in policy authority inquiry and urinaly﹣sis,53 cases(26.5%),25 cases(24.3%) in urinalysis in handcuffs,85 cases(42.5%)、24 cases(23.3%)in non﹣civilized law en﹣forcement. All the items before and after the regulations were compared. The difference had statistical significance (P<0.05). Conclusion After the new anti﹣narcotic regulations issued,the ex﹣drug users are gradually decreased in interrogation of dynamic surveillance system and urine test by police. It is improved in civilized law enforcement. However ,The promotion and training re﹣garding anti﹣narcotic regulations should be strengthened ,perfecting civilized enforcement action.%目的：对比分析新修禁毒条例实施前后，既往吸毒人员受公安动态管控系统影响情况，帮助进一步完善落实新禁毒条例。方法条例出台前2010年及出台半年后2012年，分别选取云南、广西34个县成功戒毒3年以上既往吸毒人员为对象，知情同意后问卷收集条例出台前后公安执法情况，对即对既往吸毒人员生活心理影响等，EpiData建立数据库，随机抽取10%核查。应用SPSS17.0统计软件进行数据对比分析。结果条例出台前后分别调查200例及324例，公安机关询问和尿检分别为200例（100.0%）、103例（31.8%），戴手铐后尿检53例（26.5%）、25例（24.3%），曾接受不文明执法85例（42.5%）、24例（23.3%），条例出台前后各项目比较，差异均有统计学意义（P<0.05）。结论新禁毒条例出台后，既往吸毒人员受动态管控系统影响询问和尿检情况逐渐减少，公安文明执法情况不断改善，但仍需加强新禁毒条例的宣传及培训，完善执法管理并文明执法。
