民国时期甘南藏区鸦片泛滥原因

摘要

Since modern times,China's drug problem had been increasingly serious.During the period of the Republic of China,the problem of planting and smoking opium was particularly rampant in Gannan Tibetan.This situation caused a great impact.Deducing the causes,firstly,it was due to the insufficient attention of part of the inhabitants and local officials;secondly,the geographical situation was complex;thirdly,the banned work was more difficufourthly,the biased policy measures and the outlaws incitement.But the most important reason of it is the poor rural farmers and dilapidated Chinese in modern times.In such remote areas as Gannan Tibetan,the weak power of the central government is also the important reasons that can not be ignored.%近代以来,中国毒品问题日益严重.民国时期,甘南藏区鸦片种植、吸食尤为泛滥成灾,牵涉甚广,影响甚巨.推究其因,部分边民及地方官员重视力度不够;地理状况较为复杂,查禁工作难度较大;政策措施有失偏颇以及不法分子的煽动等.作为其主要原因,近代以来中国农村的破败及农民的贫困实则为中国毒品难以禁绝的根本.在甘南藏区这种边远地区,中央权力的薄弱也是不容忽视的重要原因.
