加强创新虚拟社会管理研究

摘要

创新虚拟社会管理之路，首要的问题是维护虚拟社会和谐与稳定发展的两翼，即网络法制建设与网络舆情监测预警引导体系建设。前者在顶层设计基础上构建网络系统性、协调性的规制体系，形成依法管理的网络环境；后者是建设政府主导的具有预防功能的网络舆论危机预警应对体系，促进虚拟社会与现实社会同步和谐与稳定。%The way to innovate virtual society management is the one to maintain harmonious and steady development of virtual society, that is, network legal construction and network public opinions’ monitoring and early warning and guiding system construction. The former is to construct systematic and coordinated network regulation system on the basis of top-level design in order to form network environment management according to law; the latter is to construct government-leading public opinion crisis warning response system with preventive functions in order to promote synchronic harmony and stability between virtual society and real society.
