加强虚拟社会公共安全管理创新研究

摘要

当前，“虚拟社会”的公共安全管理问题已成为威胁国家安全和社会稳定的全局性问题，各级地方政府高度重视，采取一系列措施加以解决。但从总体看，管理工作中仍存在诸多问题，如管理理念比较落后、管理方式相对陈旧、政府部门多头管理、法律法规严重滞后等。为此，应在改革创新虚拟社会公共安全管理理念、进一步改进虚拟社会公共安全管理方式、加强政府职能部门管理协作，形成管理合力、完善虚拟社会立法、夯实技术基础、完善网络道德自律等方面下工夫。%At present, a “virtual community” of public security management has become a threat to national security and social stability of the global issues, local governments at all levels attach great importance to taking a series of measures to solve them. But overall, there are still many problems in the management;management concept is relatively backward;management is relatively old;the management of government departments is confused;laws and regulations is seriously lagging behind and so on. Therefore, it is crucial to reform the innovation of safety concepts in virtual public management, to further improve the management of virtual public safety, strengthen the management of government departments collaboration, make joint efforts, opitimize virtual social legislation, strengthen the technology, and improve the network self-discipline.
