清末民初时期奉天地区随着营口的开埠被迫卷入全球化的进程，首当其冲的是经济的全球化。中外移民的大量涌入，促进了劳务的增加，生产技术逐渐采用机器生产，尤其是对外贸易的发展更体现出经济的全球化。经济全球化意味着资本流动的规模化与迅速化，由此也促进金融机构的设立。除原有本土金融机构外，一些外国银行也纷纷在奉天各地设立。清末新政期间，奉天地区相继设立谘议局，开展地方自治运动，从教育、观念、生活方式上对奉天地区的人们产生了深刻影响。学校教育中也引入西学新学，形成一个新知识分子群体，他们在奉天地区实施新政期间发挥了重要作用。%Mukden areas with the open of Ying Kou Port were forced to be involved in the process of global‐ization in the period of Late Qing and Early Republic .The first change was economic globalization .The immigrants from China and foreign areas promoted the increase of labor and the progress of the technology using machine production .Especially ,the development of foreign trade more reflected the economic glo‐balization .Economic globalization means the size and speed of capital flow ,w hich promotes the establish‐ment of financial institutions .In addition to local financial institutions ,many foreign financial institutions went in Mukden .During the period of the New Deal in the late Qing dynasty ,Local Consultation had been carried out in the local Self‐Government Movement in the Mukden areas .A new group of intellectuals formed in the new school education and played an important role during the implementation of the New Deal in Mukden areas .Cultural life level is increasingly influenced by foreign culture .
