探讨如何推进我国公安机关绩效管理的实施

         

摘要

Performance management is the evaluation process of the police work of public security organs and team building effectiveness,the key to the overall purpose of the public security management,and also an important part of longterm mechanism of the security team management,which plays an oriented,leverage,evaluation and stimulating role in the sustainable development of public security work.However, due to characteristics of the public sector itself,there are difficulties in both theory and practice of the performance system of domestic and international public sector.It is of great significance to explore ways to promote public security organs in the implementation of performance management. With a clear concept of performance management of public security,to analyze how to create the security for the public security organs to implement the performance management,and then put forward the approach to promote the public security departments to implement performance management,has an extremely important role in promoting China's public security towards a more mature and improved direction,so as to provide more efficient public security products to broad audience.%公安绩效管理是对公安机关警务工作和队伍建设效益的评价过程,是公安管理总目的的关键环节,也是公安队伍管理长效机制的重要内容,它对公安工作的可持续发展起着导向、杠杆、评估和枉动作用。然而,由于公共部门的本身特性,国内外公共部门的绩效体系在理论和实践上都存在困难的大环境下,探讨如何在公安部门推进公安机关绩效管理实施的途径意义重大。在明确公安绩效管理的概念后,通过着力分析如何创造公安机关绩效管理实施的保障基础,进而提出推进公安部门绩效管理实施的途径,对促进我国公安事业朝向更成熟和完善的方向发展,从而为广大观众提供更高效的公安产品有着极其重要的作用。
