基于社会参与角度的老年人力资源开发探究

         

摘要

According to the elderly social participation theory, elderly human resources development is an effective way to achieve so-cial harmony, sustained national economy development and physical and mental health of the elderly people. However, there are problems with elderly social participation, such as insufficient recognition, ineffective policy, poor participation channels and so on, leading to the elderly inadequate resources development. To fully develop the elderly human resources requires a favorable social environment, healthy relevant laws and regulations, elderly education, management institutions for elderly resources development, broad participation channels for the elderly people, etc.%从老年社会参与理论出发,老年人力资源开发是实现社会和谐、国民经济持续发展和老年人身心健康的有效途径。但是,我国在老年人社会参与方面还存在着认识不足、政策乏力、参与渠道不畅等问题,导致老年人力资源开发不够充分。充分开发老年人力资源需要营造良好的社会环境,制定并完善相关的法律法规,开展老年人教育,设置老年人力资源开发管理机构,拓宽老年社会参与渠道,等等。
