政府与社会资本合作（PPP）是社会资本参与城市基础设施投资和运营的主要方式之一，英国、加拿大等国在运用PPP融资上取得了较大成功。PPP模式也是加快转变政府职能、建立现代财政制度和推动城镇化健康发展要求的一次重要变革。今年以来，我国PPP进展如火如荼，受到了各级政府的重视，但也存在项目投资多集中于交通领域，其他领域吸引力不够、PPP法律体系尚不健全、定价及风险分担机制不完善，致项目实际签约率低等问题和风险。本文借鉴发达国家相关经验，并提出了相关政策建议。%Public-Private-Partnership (PPP) is an important way for private capital to participate in city basic facilities investment and management. England and Canada are successful examples in PPP ifnancing. PPP is also a reformation which can accelerate government function transformation, establish modern public ifnance system, and promote healthy development of urbanization. Since this year, PPP development absorbs more and more attention of government. But there are some problems and risk in PPP ifnancing, such as transportation collects overmuch project investment and therefor force out investment in other ifelds, lack of law system, low signing rate roots in imperfect mechanism of price ifxing and risk share. This paper draws on the experience of development countries and gives some advices.
