中国在印度洋的航道安全利益及维护措施

摘要

印度洋因其重要地理位置而成为各国关注的焦点。无论是从历史的角度还是能源运输的角度，印度洋都是世界各国利益汇聚的主要海洋区域。对于中国而言，其在印度洋的主要利益就是航道安全问题。航道安全对于中国而言并不是远端利益，而是决定中国在21世纪世界格局生死存亡的重大战略安全问题。因此，必须树立“非排他性”“非霸权性”“非扩张性”的新型海权观；加强与印度洋周边国家的政治互信；努力改善与周边大国关系，加强合作；发展海上力量，加强我国远洋海军的建设。通过采取这些措施，加强对中国印度洋航道安全的重视程度。%Due to its important geographical position,the Indian Ocean has become a focus of national interests. Whether from a historical point of view or the perspective of energy transport,the Indian Ocean concerns the interests of all countries.For China,its main interests in the Indian Ocean is the waterway security,which has some bearing on China’s major strategic security for the 21st century.Therefore,China must establish a “non-exclusive”,“non-hegemonic”“non-expansion”concept of sea power;strengthen political and mutual trust countries around the Indian Ocean;improve relations among major powers and neighboring countries;develop sea power;and strengthen our ocean Navy.These measures can be taken to improve China’s waterway security in the Indian Ocean.
