Using "New Generation" migrant workers as a demonstrating case, this paper aims to explore the digital divide and digital in-clusion issues derived from public opinions on microblogging platform. Applying text analysis and social network analysis, it is found that:on one hand, microblogging sites provide a platform for accessing information and social resources beyond traditional means;on the other hand, media, scholars, and government officials are still the opinion leaders on migrant workers-related topics online. The new technolo-gy environment brings opportunities for libraries as a public service organization, while the physical construction of digital libraries may not help much in bridging the digital divide. We must recognize the huge potential inside the"New Generation" migrant worker community to cultivate "grassroot" elites from the community to produce the power and structure needed for change.%本研究通过分析微博平台有关“新生代”农民工的微博舆情，探讨新技术环境下“新生代”农民工面临的数字鸿沟和数字融入问题。研究采用内容分析和社会网络分析揭示有关“新生代”农民工的微博主题、类型以及有影响力用户的社会网络。研究发现：一方面微博为“新生代”农民工提供了获取信息和拓展社会资源的渠道；另一方面媒体账号和认证用户仍在“新生代”农民工话题上有较大影响力。新的技术环境既带来增加数字融入的可能性，也带来数字鸿沟进一步拉大的威胁。因此，仅通过场馆建设、设备捐赠等手段并不能解决弱势群体面临的数字鸿沟，图书馆作为公共文化服务机构，必须认识和利用“新生代”农民工群体内部的潜能，利用社会化媒体揭示的数字融入的问题，提供有针对性的信息和技能服务。
