This article expatiates the concept of "digital divides", summarizes and reviews the social background of the presentation of "digital divides" in the world wide and the actions that has been adopted in solving the "digital divides" problems, analyzes three "digital divides" exist in China and at the same time summarizes and reviews briefly about the efforts that our government has made in solving the "digital divides" problems.It also discusses the main effective factors in generating and enlarging the peasant digital divide and the position of the peasant in the digital divide with detail datum according to the contrast of the higher education level and amount in the developed countries and those in the developing countries. Furthermore, it expatiates the viewpoint that the competitive power of one country is determined by the capacity of the people in processing information and producing knowledge and presents that the peasant "digital divide" restricts the improvement of the peasant's quality, affects the development of the peasants and the rural economics and embarrasses the affluence of the peasants and the steps in achieving the nation wide comparative well-off.Based on the sufficient argumentations, it presents that in china whose agricultural labor force rate is 70%, without the development of the peasants there won't be the development of the nation, only the increase of the peasants income can stimulate domestic demands and promote the development of the economics, the center in promoting the developments of the peasants and the rural economics is the capacity of the peasants to acquire resources, the key point for the peasants in acquiring resources is the educational level, the crosscut of the peasants development is to span the "digital divide", the best ways in spanning this gulf are the achievement of the rural informatization, educational informatization and the development of the peasants remote education.
