突发事件网络舆情主体静态博弈分析及相关政策建议

The evolutionary process of network public opinions on emergencies is the gaming process of the main bodies in nature. The main bodies of network public opinions on emergencies are divided into four parts of the government, the subjects involved, the media and the third-party netizens. Every main body of network public opinions has a different interest demand. Through analyzing the gaming process of network public opinions on emergencies, we can find out that it's necessary to take positive and genuine attitude to respond by the government, to enhance the interest coordination of the main bodies of network public opinions, to highlight the guiding impact of the main bodies of network public opinions on emergencies, and to cultivate the netizens' rational and objective spirits.%突发事件网络舆情演化的过程实际上就是突发事件网络舆情主体博弈的过程。突发事件网络舆情主体划分为政府、涉事主体、媒体和第三方网民四部分。每个舆情主体的利益诉求是不同的，通过对突发事件网络舆情主体博弈过程的分析，可以发现，引导突发事件网络舆情健康运行，需要政府及相关部门采取积极、真诚的舆情应对态度，加强突发事件网络舆情主体的利益统筹，凸显舆情媒体的舆情引导作用，培养第三方网民的理性客观精神。
