Purpose/Significance] Information sharing in the age of the Internet makes it impossible for the network public opinion to be neglected in the policy-marking, reasonably analyzing and effectively guiding the network public opinion have great significance to impro-ving government administrative ability. [ Method/Process] Based on postponing retirement age policy, using people. comˊs offline survey comments reply as sample box, employing network observation and text analysis method, the study combs the network public opinion evo-lution, analyzes netizensˊ cognitive stereotype of policy precipitation on pension insurance policy, crowding out effect of employment, pension sustainable development and government image. [ Result/Conclusion] Precipitation policy negative effects and negative cognitive stereotype are the main reasons for repulsion. In order to facilitate the implementation of the retirement age postponing policy, attention should be paid to the guidance of scientific policy value, improving the governmentˊs credibility, reducing cognitive deficits and establis-hing a diversified interest expression mechanism, thus to fully understand the netizensˊemotions and reasonably guide the network public o-pinion.%[目的/意义]互联网时代的信息共享使得网络舆情成为公共政策制定中不可忽视的环节，合理分析与有效引导网络舆情对提高政府管理能力具有重要意义。[方法/过程]基于延迟退休年龄政策，以人民网线下调查的评论回复为样本框，运用网络观测和文本分析方法，梳理网络舆情的演化过程，分析网友关于养老保险政策沉淀、就业挤出效应、养老金可持续发展和政府形象等方面的认知定势。[结果/结论]政策沉淀负效应和认知定势负面化是产生排斥的主要原因，因此政府在推进延迟退休年龄政策实施时，通过科学引导政策价值、塑造政府公信力、弥补认知缺陷和建立多元化利益表达机制等途径，把握网民情绪，合理引导网络舆情。
