适应于协同创新发展模式的科研团队绩效考核机制研究

     

摘要

Based on the mode of synergetic innovation , though the importance of performance evaluation mechanism for research specialist staff has been widely accepted . But nowadays , overall team performance replaces individual performance , challenging the idea of traditional performance evaluations . This paper , on macroscopic view , puts the baseline point of the research which is individual perfor-mance and team-related performance on an important condition , obtains from the individual and team -related performance appraisal , emphasis on establishment of more practical team performance evaluation mechanism to perfect inspection system . Based on this analysis , some useful advice and approaches for making performance evaluation effectively are proposed . These conclusions are helpful for rising na-tional strength and technical innovation capability , and are significant for the government to develop the technologic innovation .%在协同创新发展模式中,尽管对科研人员绩效考核机制研究的重要性得到广泛认同,但研究的焦点从成员个体绩效转向团队整体绩效,对传统个体绩效考核提出严峻挑战。本研究立论的基点是团队整体和团队内部成员,因而对团队绩效考核机制的优化从团队绩效考核和团队成员绩效考核两方面入手,通过构建可复制、操作性较强的研发团队绩效考核机制,为协同创新发展模式中科研团队绩效考核工作提供理论支持和实践参照,对提高自主创新水平和综合国力,和各地发展协同创新工作具有普遍意义。
