The problem of informationsafety is determined by technical features,cultural features,platform of economical and social interac-tion and military and national safety.These unique features decide that the information safety is not only a technical problem,but is also closely related with politics,management and personnel.Therefore,in order to solve the problem of information safety,we should make ex-ploration from the perspective of politics instead of solely rely on technology.%信息安全问题是由信息系统本身的属性决定的，它们是技术属性、文化属性、经济交往和社会交往的平台、军事安全和国家安全。信息安全的这些特殊性质决定了它不仅仅是技术问题，同时也与政治、管理和人密不可分。所以，我们对信息系统的安全和防护进行探讨，在提出有效解决方案时，发现仅依靠技术已不能完全解决问题，而从政治因素去探究，才有可能击中问题要害。
