社会组织发展现状及提升对策研究--以浙江湖州为例

         

摘要

社会组织提供福利、成为社会共同责任体是当代社会服务供给制度发展的必然趋势,业已成为许多国家社会服务输送的主流方式。湖州近年来社会组织的发展取得了一定的成绩,但存在着诸多问题,如组织规模小、绝对数量少、资金规模不大,资源获取机会不均等、组织类型发展不平衡、组织内部治理难等一系列问题,这些问题与政府职能未实现真正转变、政府观念相对滞后、制度设计欠缺、社会环境不足等密切相关。要提升社会组织的发展水平,就要在转变政府观念、分类引导发展、出台鼓励政策、搭建服务平台、加强内部治理以及培育公民文化等方面做出积极的努力。%It is an inevitable trend that the social organization,providing with welfare as a social re-sponsibility body,is the development for the contemporary social service system,which has become a mainstream in social service delivery in many countries.In recent years,some achievements have been made in the development of social organizations in Huzhou,but there still exist various problems,such as small scale,few absolute numbers,less capital,inequality of resource acquisition opportunity,unbal-anced development of organization type,difficulty in internal governance,etc.which are closely related to such facts as the function of the government without achieving real change,the concept of the govern-ment relatively lagging behind,the lack of system design and the shortage of social environment,etc. To improve or enhance the level of social organization development,it is necessary for us to make posi-tive efforts in changing the government’s concept,guiding the development with classification,carrying out incentive policies,building service platforms,strengthening internal governance and fostering citi-zens’culture,etc.
