一个博弈模型的启示:政府与传媒——以政府处理公共危机为例

摘要

传媒处于第四权力机关的地位，与政府的关系密切相关。本文从简述政府与传媒的博弈模型出发，得到(不控制，公开信息)的纳什均衡。从这个博弈模型得到政府作为以及厘清政府与传媒的关系的启示：透明行政，向传媒放权，以及充分发挥传媒监督行政的作用，保障公民的知情权等，旨在提高政府行政的效果。%　　The media, in the fourth power authority position, has a close relationship to the government. This paper briefly describes the government and the media on the game model, and gets a Nash equilibrium (no control, open-information). Cue in the game model , cultivating the government's behavior and clarifying the relationship between the media and government,can educes such a conclusion:transparently administrating, rational y and normatively decentralizing to the media, ful y playing media's role of supervision and administration, and ensuring the citizen's right to know,the inside story is to improve the government administrative effect.
