西方国家治理能力现代化研究述评

摘要

总结西方国家治理能力现代化理论,我们发现一些基本共识和共性问题,就共同观点而言,都强调现代国家治理主体的多元化、国家治理方式的合作性、国家治理过程的互动性和国家治理工具的多样化;就共性问题而言,主要包括间接民主的内在困难、后官僚制的内在困难和合作共识的内在困难等问题.%Summarizing the theory of western national governing capacity modernization, we find some consensus and com-mon issues. On consensus, they emphasize the diversity of modern national governing body, the cooperation of governing method, the interactivity of governing process and the variety of governing tools; on the common issues, it includes the inher-ent difficulty of indirect democracy, of post-bureaucracy, and of the cooperation and other issues.
