社区矫正检察监督存在的问题及对策--以襄阳市高新区检察院社区矫正为例

The procuratorial organs’ supervision on the community correction is an important part of the execution of punishment supervision. How to effectively supervise and to realize the goal of supervision are difficult problems in the field of theory and practice. It takes the procuratorial supervision on community correction in the high-tech district of Xiangyang as an example and explores reasons for problems existing in the procuratorial organs’ supervision on the community correction. Finally, it puts forward corresponding improvement suggestions.%检察机关监督社区矫正是检察机关监督刑罚执行的重要组成部分。如何有效发挥检察院在社区矫正工作中的监督职能并实现社区矫正制度的目的，是理论界与实务界的难题。文章以湖北省襄阳市高新区检察院的社区矫正检察监督工作开展情况为考察对象，发现存在监督时间滞后、监督手段缺乏强制力、监督内容不完善、职责越权、信息沟通机制不健全等问题，剖析其成因包括监督理念出现偏差、监所检察职能定位不合理、监督程序缺乏操作性、配套制度不完善等因素，并针对性提出更新检察监督理念、完善监督程序，增强监督效力、全面加强信息化建设、充分利用社会参与力量、创新检察监督机制等建议。
